กรมการค้าต่างประเทศในฐานะหน่วยงานหลักของกระทรวงพาณิชย์ในการดำเนินภารกิจด้านการส่งเสริม การค้าและการลงทุนกับประเทศเพื่อนบ้าน โดยเฉพาะอย่างยิ่งการค้าชายแดน มีเป้าหมายที่จะขยายการค้าและ การลงทุนแบบเจาะจงเป็นรายประเทศและรายเมือง โดยเฉพาะเมืองเศรษฐกิจขนาดรองและเมืองชายแดนที่มี ศักยภาพของกลุ่มประเทศกัมพูชา สปป.ลาว เมียนมา และเวียดนาม (CLMV) ดังนั้น กรมการค้าต่างประเทศเห็นว่า การจัดงานหุ้นส่วนเศรษฐกิจชายแดนไทย-กัมพูชา ซึ่งประกอบด้วย การจัดกิจกรรมการเจรจาจับคู่ธุรกิจ การประชุมร่วม ระหว่างภาครัฐและภาคเอกชนไทย-กัมพูชา และการจัดงานสัมมนาทางวิชาการ จะมีส่วนสำคัญในการส่งเสริม ความสัมพันธ์ทางการค้าและการลงทุนระหว่างประเทศไทยกับกัมพูชาตามยุทธศาสตร์การสร้างความเจริญเติบโต ทางเศรษฐกิจของเมืองหน้าด่าน และจะเป็นหนึ่งในกลไกสำคัญที่สนับสนุนให้บรรลุผลตามเจตนารมณ์ของ กระทรวงพาณิชย์ และเป้าหมายร่วมกันของทั้งสองประเทศ

Thai-Cambodia Border Economic Partnership

According to the 6th Thailand-Cambodia Joint Trade Committee (JTC) held in Phnom Penh, the Kingdom of Cambodia, in February 2018, Minister of Commerce of both countries reaffirmed the goal that has been mutually agreed in the 2nd and 3rd Joint Cabinet Retreat (JCR) at USD 15,000 million in 2020. The Ministers also call for close cooperation in order to push forward trade between both countries to be in line with the goal. Additionally, during the meeting, Minister of Commerce of both countries have signed the Growth Strategy of Border Provinces’ Economic Cooperation between Thailand and Cambodia in order to facilitate trade and investment expansion in the border area to grow sustainably. To this end, activities promoting trade in the border provinces of the two countries have been held and supported.

The trade value between Thailand and Cambodia in 2017 was at USD 6,188.76 million, showing a 10.33% expansion from the previous year at USD 4,438.23 million. The 2017 value was contributed by USD 5,294.42 million in exports and USD 894.34 million from imports. Thailand recorded a trade surplus of USD 4,400.08 million. In addition, the total border trade value between Thailand and Cambodia in 2017 was at THB 125,268.31 million, making a 3.48% expansion from the previous year. During January-October 2018, the total border trade value between Thailand and Cambodia worth THB 117,957.61 million, registering a 14.87% expansion from the same period in 2017 which was at THB 102,690.78 million. The value in the first ten months of 2018 comprising of THB 98,635.68 million from exports and THB 19,321.93 million from imports, while Thailand also recorded a trade surplus of THB 79,313.75 million. The border crossing points registering high trade value include Aranyaprathet Customs in Sa Kaeo province, Khlong Yai Customs in Trat province, and Chanthaburi Customs in Chanthaburi province.

Therefore, the Department of Foreign Trade as a major agency tasked to promote trade and investment with neighboring countries especially across borders has its target in expanding trade and investment targeting specific countries and cities, especially secondary and border cities with economic potential among the CLMV countries: Cambodia, Laos, Myanmar, and Vietnam. To this end, the Department of Foreign Trade realizes the importance of hosting the Thai-Cambodia Border Economic Partnership which is believed to enhance trade and investment relations between the two countries in accordance to the Growth Strategy of Border Provinces’ Economic Cooperation and to become a crucial mechanism in achieving the Ministry of Commerce’s intention and the mutual goals of both nations. The event includes a business-matching program, a public and private joint meeting between the two countries, and an academic seminar.

Objective

The Thai-Cambodia Border Economic Partnership of fiscal year 2019 is hosted with an objective to promote cooperation in trade and investment as well as the border trade between Thailand and Cambodia which supports national economic development policy and aligns with the operation plan under the border trade and investment expansion and the special economic zones project by the Department of Foreign Trade as well as the Growth Strategy of Border Provinces’ Economic Cooperation between Thailand and Cambodia.

Expected Outcomes

• A more robust relationship and cooperation between government agencies and the private sector in the border provinces of the two countries.

• A stronger business network between Thai and Cambodian entrepreneurs which will support the product value-added method and investment between the two nations.

Business Matching Activity

The business matching activity in the Thai-Cambodia Border Economic Partnership is the first to be held in 2019 under the theme “Forging Ahead Towards Sustainable Economic Growth” in order to create dialogues for business expansion in four categories: food and beverages (including food supplement), consumer goods (including health and beauty products), agriculture machinery, and automotive (including motorcycle and automotive parts). The activity is expected to be attended by more than 40 entrepreneurs and business representatives from both Thailand and Cambodia.
